Key Purpose

The main role of quality improvement (QI) advisor is to manage a dynamic team in order to optimize program performance. A proactive approach to the coordination and management of QI linked themes will enhance the Care and Treatment (C&T) program. The incumbent will provide mentoring, training, guidance, coordination and evaluation of activities across multiple districts. There is a close working collaboration that includes the C&T program (QI coaches), regional and QA/I managers plus core Facility (DoH / THC) based role players.

Requirements      

  • Must have Matric / Grade 12
  • Must have Degree in Public Health Sciences, Social Sciences, Statistics or Health Information Sciences
  • Must have information management background (7 years relevant experience in lieu of a degree may be considered)
  • Must have 3 years’ experience in the HIV/AIDS, TB and STI program data analysis
  • Must have 3 years operational experience in District Health Information System (DHIS) and TIER.net
  • Must have good understanding of South African Department of Health system, including policies, management and health information systems and structures at National and Provincial levels.
  • Must have funder reporting experience
  • Must have computer literacy (MS Office – Word, Excel, PowerPoint)
  • Must have fluency in English and isiZulu languages
  • Must have valid driver’s license
  • Must have clear criminal record

Duties and Responsibilities  

Quality improvement (QI)

  • To coach all QI linked staff to conduct interventions towards achieving the multi-facility QI project aims including: o Use data to identify bottlenecks and underlying causes
  • To develop, test and disseminate change ideas to close the gaps
  • To track data over time to draw periodic reports
  • To display QI activities and run charts at facility-level
  • To assist facilities to develop SOP’s for implementing successful change ideas
  • To maintain a current understanding of policy to optimize QI
  • Nurture a close collaboration with all QI linked staff to optimize results
  • To coordinate facility site scheduling to realize positive change
  • To support prescribed data tools to track progress within and across project facilities (TIER.net, Web-DHIS, THIS data) at facility and sub-district level
  • To ensure all facilities have accurate, current and relevant QI tools prominently displayed (eg: run charts)

Reporting

  • To drive the work plan to meet all indicators
  • To update the program manager weekly and maintain continuous communication with regional manager, QA/I manager and DoH role players
  • Systematically record and distribute QI success (and failures) monthly
  • To promote activities through conferences, workshops, technical meetings, seminars, publications and presentations

Human capital management

  • To develop QI capacity among sub-district health department staff (e.g. program managers and clinic supervisors where requested), THC and partner employees
  • To ensure continual self-development through constant review of current literature, initiatives and latest developments in the field
  • To conduct ongoing feed-back sessions with THC managers and employees
  • To communicate and collaborate effectively with a wide range of employees and managers.

Training

  • To provide clinical training to complement QI goals
  • To conduct training (QI, TB, HIV, ART, STI’s, Adult Primary Care (PC101), NIMART, PMTCT, HIV rapid testing, IPC)
  • To plan all aspects of training (attendance, venue, resources, assessments)
  • To conduct a skill audits and develop training plans
